Europe breathed a deep collective sigh of relief on Monday, as the tension caused by the presentation of a new 28-point plan for ending the war appeared – momentarily – to have been contained. A Washington representative spoke of "significant advancement" after bilateral negotiations in Geneva. On Monday night, the Kremlin made its countermove: an extensive attack of rocket attacks on Kyiv.
The Pattern of Peace Talks and Military Action
The sequence of contrasting events captured the harsh reality of the outgoing year. By day, diplomatic battles are fought: positive announcements are released from different nations. Immense energy is devoted on containing certain initiatives. By night, the Kremlin forcefully demonstrates the world that, for them, conflict continues to be the primary tool for achieving "peace".
Nocturnal Warfare
As Russia's attack developed into the early hours of Tuesday, the present situation of Ukraine's vulnerability was revealed. Ukraine is capable of detecting projectile deployments from Russian territory, a capability provided through timely intelligence. From witness perspectives, Ukrainian air force fighter jets that had been deployed to engage hostile aerial threats flew past – sophisticated military planes supplied to Ukraine by NATO members.
Moments later, Kyiv's missile defense thundered: multiple launches deployed against a hostile projectile. This was a sophisticated defense system at work, presumably supplied through Western nations. Every firing shakes the surroundings, rattling buildings. The instant of fear quickly transforms into resigned acknowledgment: possibly the approaching threat won't strike its target this time, preventing destruction from catastrophe and another blackout.
Continuous Dangers
Soon after, a large-caliber weapon engaged a drone somewhere nearby, part of a mobile-fire group – probably allied-provided weaponry. Sadly, the projectiles didn't strike the opposing UAV – it maintained course toward its destination.
Intermittently, this persisted until dawn. Kyiv awoke to the daybreak reports: seven people killed, devastation and utility failures in numerous residences as a result of the night's assault. As typically, everyone still continued their routines – enduring hostilities. But those entire period illustrated Ukraine's critical military reliance on Western support – a dependence that European nations are clearly incapable to fill in the immediate future.
Ineffective Peace Efforts
The 28-point plan from Washington sparked intense emotion, discussion and profound anxiety – and momentarily shifted focus from Ukraine's most significant graft case in years. Yet, we have experienced comparable situations, after previous diplomatic encounters and international summits.
Every new proposal from Washington unfolds according to the consistent cycle: a negotiation push against Ukraine, which Kyiv, with allied governments, manages to fend off. They manage the tension but never actually achieve victory. This cycle will, undoubtedly, endure.
Political Considerations
It is easy to blame particular leaders of repeatedly advocating Kremlin's demands. But that does not seem to be the whole story. American leadership operates on a principle understood by experienced diplomats: you cannot achieve through diplomacy what you have lost on the battlefield. The White House assumes that it is unrealistic to compel Moscow to abandon the land that it presently holds in Ukraine's occupied territories.
The problem is that while acknowledging this situation, US leadership does little to prevent Kremlin actions, through statements or actions, from believing that the current condition will not change more in its benefit in the coming year.
Conflicting Perspectives
Therefore, the Kremlin is confident that time is on his side – that Ukraine and its partners are nearing depletion. Their incentive to accept conditions that does not give them the greatest potential benefit is virtually nonexistent. There may be multiple initiatives to stop fighting, but they will carry on as long as Russia's government remains highly assured in the conclusion.
On the contrary, Ukraine's government believes that Ukraine can still hold out, progressively conceding civilians and areas but averting a complete military breakdown until conditions improve in its favour.
Current Realities
Realistically, there are no real preconditions for a truce. Now, individual motivations are entering the equation: political desires to mediate resolution and secure international recognition, and Kyiv's twin challenges – on one hand, not to distance important partners, and on the other, to unite the population around the country's interests against any initiative Kyiv finds unacceptable, so that their attention does not move to internal issues. And although their mission will now be much harder after current events, it remains quite doubtful that this will modify their basic position.
These opposing factors are driving the talks.
Summary and Prospects
It took a only one week to terminate the suggested clauses of the current initiative. Forceful and unpredictable management of the matter by US administration, pushback by Ukraine and the rest of Europe, along with pacifying measures of representatives, and finally, latest revelations, all achieved their purpose.
While new proposals based on old ideas are approaching, Kyiv, London and other Western governments should reach an essential realization: Ukraine and Europe will only be able to fend off negotiation assaults from Washington that are rooted in Kremlin requirements and reflect certain reluctance to change the course of events, if they remain united and improve their protective measures at a much faster pace. If they do, neither political nor armed coercion will be able to break them. In the meantime, Ukraine's ability to repel nightly air assaults will, for the predictable period, primarily depend on ongoing international assistance.
